I wish to make an FOI request for all information you hold on the individuals/organisations below:

  • Dr Ross Tucker, science and research consultant for World Rugby Limited
  • Dr Prav Mathema, National Medical Manager of Welsh Rugby Union Limited
  • Dr Paul McCrory, former Chairman of the Concussion in Sport Group
  • Dr Michael Turner, Medical Director of The International Concussion and Head Injury Research Foundation
  • Dr Michael England, former RFU Rugby Development Medical Director
  • Professor Neil Pearce, Director of the Centre for Global NCDs, London School of Hygiene and Tropical Medicine
  • Professor Ben Jones, University of Leeds Becket
  • All former and current board members, directors and/or employees of Welsh Rugby Union Limited
  • All former and current board members, directors and/or employees of the Rugby Football Union

This includes all correspondence you have received from these individuals/organisations and sent to them, and any sub-committee meetings for your department they have attended (in the case of individuals). I do not wish to set a time period on these requests but any information is likely from this century.

Decision

In order to fully understand our decision, it is important for the requester to know that HSSIB only came into being on 1 October 2023. Therefore, we can search our holdings since 1 October 2023 – anything earlier than this date would not be held. Further details and explanation can be found below.

a) Personal data requested – Section 40 (2) Exemption

HSSIB is applying an exemption to the personal data requested. Any information with regards to third party personal data is exempt under FOI law under Section 40 (2). Therefore, any information in relation to specific named individuals in this request is exempt.

b) Organisational data requested – 1 October 2023 to present day

A search was undertaken of HSSIB holdings for the following terms:

  • British Amateur Rugby League Association
  • Centre for Global NCs
  • Concussion in Sports Group
  • Concussion in Sports Injury
  • International Concussion and Head Injury Foundation
  • Rugby Football League Limited
  • Rugby Football Union
  • University of Leeds Beckett
  • World Rugby Limited
  • Welsh Rugby Union Limited

No search results were found – therefore, HSSIB can confirm that it does not hold the data you are seeking for the dates specified.

c) Organisational data requested 2000 to 30 September 2023

With regards to data for 2000 to 30 September 2023, HSSIB does not hold this information. An explanation for this can be found below, as well as a contact email address for NHS England who may be able to assist further.

HSSIB can only provide data from 1 October 2023 onwards as HSSIB is an independent arm's length body that came into existence on 1 October 2023.

The former body, the Healthcare Safety Investigation Branch (HSIB), operated from 2017 to September 30 2023 and was hosted by NHS England. Therefore, some of the data you request may be held by NHS England.
